On my early 46 the steering shaft has a small punched in hole near the worm gear end. The horn wire runs down the inside of the shaft from the horn button, and exits through this small hole. The end of the wire gets soldered to a brass ring that slips over the steering shaft and is wedged down tight over an insulating sleeve. When you reassemble the column there is a window in the outer housing through which you can see the brass ring. There is a spring loaded contact that screws over this window and contacts the brass ring.
