According to my research, Justin is right on track. The second set of hood latches was both a dealer option and an after-market installation to prevent the hood from surging open and closed at excessively high speeds (like 45 mph).
During my restoration of CJ2A #75863, I pondered this question long and hard, finally opting to reinstall the second set of latches lest I learn the hard way why they had been installed the first time.
For the definitive answer, ask Bart McNeil on the CJ3B Page. He will be able to quote paragraph and verse and probably show you sales invoices from the period.

: My "new" 2A has two intact hood catches at the front but there are the brackets for two more at the rear of the hood as well. I have been looking at the pics on the web and see that some have only two catches and some four. Why would someone add the rear ones? Or were they installed by the factory?
