I have a 46, I think the 47 is the same, if not, ignore my comments and maybe someone else can tell you the correct method.

On the 46, the horn wire did not go through the bottom of the steering box but exits the steering shaft above the box. I am not sure if you will have enough room to do the job without removing the sttering box. There is a horn brush above the steering box on the column tube held with two screws. There is a copper ring pressed on the steering shaft under that brush and the horn wire solders to that ring. If the 47 is the same as the 46, you will have to remove the column tube to put a new wire in. Feed the wire from the bottom of the steering shaft up to the top and put the insulator, spring and washer on then solder the top contact first, then pull the wire back down so about a half an inch is sticking out the top. Now solder the bottom to the ring and your done.
