I doubt the felts are your problem. They may cause somewhat increased resistance but total lockup, no. I strongly suspect that you need more shims. When you tighten the endcap, that compresses the bearing / race and, well, too much is too much. If you changed the bearing, I think this is a slam dunk. If not, the reasons are hard to find but the fact remains, when you tighten the endcap, it siezes. I take it you get the same result before you affix the yokes?
