Bantam BT3-C Question

I have an all original Bantam '48 BT3-C to compliment my '48 2A. Is there someone out there that might know why there are 4 holes on the frametop behind the hitch, 2 on either side? It's almost as if a box was mounted there. Thanks in advance.
