My opinion is....and it's only that ......

Make......Willys
Model......CJ2A ( or CJ2A Jeep)
Body style...2dr. (because they aren't going to call it a '1/4 ton truck' and because thats what most insurance calls it)

And the rest of the story is...if you are going to use that 121311 number....that actually makes it a 1947.

how did you decode it?? ive looked online for a "decoder" never found anything

Google...cj2a serial numbers....Google knows everything (if you ask the right question)

There are very easy to read charts...no "decoding" involved.

1947 serial numbers run from 83381 to 148458.

Easy-peezy...

Your 3 looked a lot like an 8 to some of us.
Have you tried the old trick of putting a piece of paper over the number and rubbing lightly with the side of a pencil to get a print of the number?
Sometimes that will help more than anything else.
I wouldn't worry about using a number that never existed.
All of them in that range existed once.
Some still do.
If you use one that is still around it could be troublesome.
More so if it happens to still exist in your state.

Well OK then.
Just being careful. 
Since I am looking at this from the view point of having the number on the inside of the frame rail,
I just expect it to be hard to read.
Having it on the outside could be considered as some improvement over the earlier ones.

I agree....,but that top sure could be an 8. BUT the bottom has a definate stopping point.

I would call it a 3.

Don't know what happened there I tried to post a pic of the title of my 47 no.80571A which would make it a 46 checked the tags both plates say Cj2a 78975 now I'm all balled up Good thing this is my spare parts jeep never put it on the road Thanks Joe W

To ease your mind yours could be totally legit.....a leftover '46, sold and titled in '47. They used to do that.

I looked at that 3 for a solid 20 minutes trying to figure out if it was a 3 or 8.
I never thought of the paper trick ill have to do that to my engine number for sure
