are all cj wheels interchangeable?

Do all cj have the same bolt pattern?
will a cj7 wheel fit on a cj2a?

Generally yes. They are all 5 on 5.5 lug pattern from 1941-1985

You can run into a situation where some early wheels will not clear the later larger brakes. 
42 MB that had a one night stand with a much younger 69 CJ5 and a 50s GM truck.

Wrangler YJ is when they started the smaller bolt circle.  CJ and full size 4WD Jeeps like Wagoneers and pickup trucks all used the same bolt pattern. What MAY get you in trouble is the size of the center hole on the wheel if you have a larger locking hub it does get tight.  Lots of Ford Bronco and pickup wheels end up on CJ's too so it is best to try the wheels out on your jeep before investing a lot of time and $ restoring them.

Also some 15 inch rims may not clear 11 inch brake drums.

Early Cherokees and Grand Wagoneers were 6 lug.

The J series started as 5 lug and switched to 6 at some point .

Exactly true.
The OP specifically asked about CJ wheels.
The CJ's span from 1945 through 1985.
The 1945-1985 CJ's are also correctly identified as the Universal Jeeps.
The universal series began with introduction of the CJ-2A in 1945.
Hence the original publication specifically stating that Willys introduces the CJ-2A.
 
The accepted standard has become to include that the Early CJ's include up through 1971 vintage.
The Intermediate CJ's  are 1972 through 1975 vintage and the Late CJ's are 1976-1985.
Those designations are influenced by, yet do not directly reflect corporate ownership of Jeep.
 
When in reference to a specific Jeep model the term "early" takes on a different meaning.

No, early wagoneers and J series trucks were 5 lug 5x5.5, mid 70's they went to 6 lug.

In a similar vein, if I may, are the wheels for the M151 Mutt the same size/configuration? There is a local source for these and I thought about getting a set and mounting some road worthy tires and saving my NDCCs for show.
Got it written down somewhere, but what is the tire size for these?

The  151 series came with 7.00  x 16 NDCC's IIRC and their offset is not right for a 2A.  Lots of previous discussion about it if you search you might find some more info, but the general consensus is that they are not good to use except maybe for rolling a project around. If you do have a good local source it is worth checking out the rims on them, as there are magnesium rims out there which are valuable.

As an aside, my factory 16" X 4.5" wheels fit over the 11" CJ5 brakes (non-finned) on my 2A. Just barely, but they fit.

it's a ford designed wheel stud pattern same on the niteteen twenty eight model a on through the ninteen nineties on their f one fifties and other manufactures followed.
