Seems like the counterweight and butterfly valve are not included in the rebuild kit and need to be removed without destroying them. : DW, My heat riser control was totally rusted in my 48 cj2a. The butterfly was spot welded to the shaft, so I ground the spot welds off then had to drill both sides of the shaft out and remove the butterfly from the remaining piece of shaft. I bought a long bolt of shaft size and hacksawed a slot in the end for the bimetal spring and after rassembly, anchored the butterfly to the shaft by drilling the shaft and butterfly and using a split pin. It works. Every repair is a new adventure. Good luck
