Granted the low compression readings are a problem. Some carbs have what they call
an accelerator pump. Its meant to give the engine an extra squirt of gas to give the carb
a chance to catch up with engine speed and air flow. There is usually a check ball that
holds that bit of gas. You say the carb was rebuilt, maybe that check ball was left out of
the rebuild. I left it out of a carb rebuild I did many years ago and had similar
symptoms. Just my two cents worth.
